Command-line arguments #9

Should allow command-line arguments to be specified (probably by typing them at 
the end of the game executable box), which should get passed to the game on 
process creation and saved in movie files.

I recommend command line arguments also be added to the movie format, since 
they are a form of input.

I said I would work on this on the tasvideos forums, but seeing as my builds 
don't even work normally (probably due to using VS2010), I don't think I'm 
really the guy to do this.  ;o
