Proposal: President, Project Chair, Workshop Chair, and Events Chair as officers #14

This PR adds the following officers to be in the club's board:

President tl;dr generally oversees club

Project Chair tl;dr generally oversees projects, can appoint Project Leads to lead up specific projects

Workshop Chair tl;dr hosts workshops, helps project chair with project-specific workshops

Events Chair tl;dr hosts events (like contribute-a-thons, showcases, competition, etc.), also marketting/PR stuff
