Linking to a DSL section that's not enabled by default is confusing. #112

I tried to link someone to the password strategy docs and of course the ash-authentication extension isn't turned on, and if you turn it on and reload it is turned off again when the page loads.

What should happen is when you're linked to a page in a library you haven't visited, it should select it. Maybe you haven't accepted cookies? I guess we could just default all packages to on to solve for the problem

This may be a short term fix, all packages are now on by default.

Now that we just show the latest version for all packages, this is a non-issue.
