Safe Browsing does not work on Chrome installed on Windows Server 2012 R2 #29

What steps will reproduce the problem?
1. Uninstall all previous versions of Chrome (use revo installer to remove all 
registry and local changes)
2. Download the Google Chrome installer 
2. Install fresh copy of Google Chrome on Windows Server
3. Once installed open Chrome browser and go to the website ianfette.org

What is the expected output? chrome Safe browsing page saying the site ahead 
contains malware.
The What do you see instead? You get through to the page saying Nothing here.

What version of the product are you using? Latest Chrome browser v49.0.2623.75 
(Official Build)) m (32-Bit)

On what operating system? Windows Server 2012 r2 64bit.  Amazon AWS Ec2

Please provide any additional information below.  All default settings are set 
including "Protect you and your device from dangerous sites".

This works on Windows 7 client machines.  I have had it working on Windows 
Server 2012 r2 but for some reason after a full uninstall and install the Safe 
browsing does not work.  I dont understand how to enforce Safe Browsing always 
on Chrome.

Ok it was a 5 min delay that threw me.  It does work as mentioned here
