Formatted readme #2

Should probably move the installation and usage instructions over to a wiki article and link to that once that process is more fleshed out.

I'm reworking the ThirdParty directory structure on my local machine, the required files for CEF and the binaries will be included in "Releases" here on github, I like the formatted readme, but for now until I finish revising the release system all finalized.
