Shaders, effects for OpenSauce won't work (CMT SPv3) #109

So I have installed OpenSauce for Halo Custom Edition, so that I can play the 
CMT SPv3 a50.yelo map with some amazing effects. But I get no special effects. 
The only thing that works is the blur effect, the shaders, bloom etc... it 
won't work.

I have tried starting the game as an administrator, reinstalling OS, 
reinstalling the game, I have also tried downloading older versions of OS. 
Still no effects. I have been on the Issues list, and there was someone who 
posted his .xml files for the OpenSauce folder in Documents/My Games/Halo CE/. 
Yet nothing helps, I have turned off every application that could possibly 
interfere, programs such as Fraps, Xfire, and such, with overlay. 
I will also post specs below, I have tried everything and I am starting to get 
kinda pissed, since it works for so many others.

I had this issue as well.  Unlike the OP, my particular instance of this bug 
was resolved by reinstalling HCE and Opensauce in a directory that was not 
Program Files, but as the OP stated he did this to no avail, clearly it's not 
the root of the bug.  Upvoting for potential solution for future reference in 
case bug is encountered again.
