High Elves unable to recruit #11

High Elf recruitment requires control of either Imladris & Eregion (Noldorin) or Mithlond (Sindarin). Some deterministic behavior should be enabled (like placing an army near to either city) at game start to ensure recruitment is possible.

This also extends to the Dunedain building for HEs, but could be fixed by adding the resource to their starting province.
