--rule-format 参数不支持路由删除 #32

比如我的rule-format为 'r a %prefix/%length dev %gw' ,然后生成的 down.sh 也为 r a 210.0.0.0/7 dev pppoe-wan

因为rule-format会覆盖template的参数，所以这种情况自定义模版比较好。
