Fixup Tagged Releases

The yml for release has a few errors

• when checking the github_REF we need to do *'tags/v'* the string *'tags/v' was used before
• Wrap the Version number in ""
• Use contains (foo, bar) to check if a needs step is true / false if == seams to have a eval bug.

Should be Tested with a pushed tag
