Register MSISDN in MWD list in HLR : MAP-REPORT-SM-DELIVERY-STATUS #30

If Mt SMS fails due to memory full or subscriber switched off, SMSC should 
register MSISDN in Message Waiting Data into the HLR by sending 
MAP-REPORT-SM-DELIVERY-STATUS message.
