Feature Name: Automatic moderator

What it will do: Based on some criteria new users are assigned a role of 
moderator automatically.

Minor correction: The criteria will not lead to auto "assignment" of moderator 
(did 
you mean authorizer?) role, they should lead to "invitation" to be an 
authorizer. The 
final _approval_ will have to be made by an admin for this, once the invitee 
responds 
in the positive.
