Master Authorizer cannot see list of unauthorized people #83

What steps will reproduce the problem?
1. Set role of user X as master_auth
2. Claim new ID for user Y
3. Log in as user X when the email notification comes for step 2 above
4. Click on Authorization->Claimed Profile

What is the expected output? What do you see instead?
I expect to see the list, at least including the user Y. 

Instead, I see nothing. The number in the menu still says (1), but no names 
are shown.

The count mismatch is fixed. And the master authorizer will not get a 
notification
when an authorizer is present (SRS 2.4, Sec 4.2.4)
