allow hashtag exclusions

What would you like dabr to do?

it'd be really handy if you could exclude posts containing hashtags / 
keywords - such as excluding all #xfactor posts whilst that's going on

How would you prefer dabr to do it?

the easiest way would be a single box (say at the bottom of the page) into 
which you could type your chosen exclusion, which would persist (cookie ? 
querystring variable ?) until you clear it; more elegantly it would be nice 
to be able to exclude more than one keyword.

Duplicates bug 97.

Cookies won't work if people use more than one device to access their accounts.

if you're only using the one device cookies will work (& if you are using more 
than one 
device it's not a major faff to duplicate) - it's a suggested easy quick win on 
the 
current architecture rather than a final solution for the dabrv2 architecture
