Do not ask location permission on page load

Describe the bug As soon as the page is loaded, it is stuck until user allows/blocks location permission.

Expected behavior Ask for location permissions only when user does actions, for example

• Click Helpline Nos
• Click "Use my current Location"
• User tries to report a case
