switch to Debian Buster for TravisCI #261

That will allow more warnings to be detected.

@Ben-Voris, the build fails with more warnings. Would appreciate a PR fixing this, if you have the time 👍

Maybe buster-slim (https://github.com/debuerreotype/docker-debian-artifacts/blob/fd091f0a2aa0f469ee1ff991cb99748025d567f8/buster/slim/Dockerfile) could speedup the build preparation phase and redurce the download size
