Local Windows Implementation #9

Hello, I managed to create a local python implementation for Windows. It is in early stages of development so it is not very refined, but it is a solid foundation for creating a full local implementation so it can be inserted into pipelines. I have a detailed readme file with setup instructions. If I find some time in the future, I will develop it further. Of course, anyone is welcome to add or modify things. You can use this code freely, all I ask for is a mention ^_^
