Implement CardSet#create_booster #3

Next step in setting up a draft; each CardSet needs to be able to produce a "booster" of its cards.

Note that how his happens varies by CardSet (see the wiki), which suggests the method - or some identifier allowing us to deduce the method - needs to be stored with the set.
