Add P2 MOCS #333

I've only half-added the P2 epochs - the MOCS are still missing. This should be done prior to the v3.0.0 release.

@marxide I've just realised I can't generate the P2 MOCs because the headers don't have the correct keywords. This can be done on a per-epoch basis with vasttools.tools.add_obs_date (see here) but I don't think I have write permissions for the fits files on nimbus.

Are you able to run that for all files in the new data release and then I'll run the MOC generation code on them. Once that's sorted I think v3.0.0 is basically ready to go!
