Homenaje and ç #201

What steps will reproduce the problem?
1. The "ç" character is not correctly rendered
2. The capital "Ç" is correct
3.

What is the expected output? What do you see instead?
See http://www.google.com/fonts/specimen/Homenaje and search for 

What version of the product are you using? On what operating system?
latest ttf from google webfont, on latest Linux Mint

Please provide any additional information below.

When opening the font (Homenaje-Regular.ttf) in fontforge, the ç glyph looks 
correct, but fontforge tells me kcedilla is mapped to U+E003 while it should be 
mapped to U+0137
