1.Modify Blanking and offset at same time 2.Check the sequence is correct or not

SW demand: need CMD function to update several REG at fame time.

[TQ121] FW:2023/05/19 -1.9 测试写入fps\intg\gain\offset 是否在n+2帧 更新 eacaaca90fdbfe45fc0a43327fa5c15 已由RD确认完毕 需要注意需要关闭AE的开关
