Setup Travis CI, Go Tests, React App #3

Overview

adds .travis.yml to run tests on all commits
adds build-status badge to README
includes nop test in go
sets up Javascript/ES6 + React app using create-react-app

Note: the only file worth reviewing is the .travis.yml file-- everything else is just scaffolding/setup and will be changed.

this pr closes issue #2

this is not a really significant PR and is entirely setup boilerplate, so I'm going to just merge it (tho in the future, i'll def wait until it is reviewed by others lol)
