version 4 unavailable jar #137

I know this issue is already open but this is so important and it doesn't been 
yet solved.

Version 4 isn't available to download, and it's very important since there is 
something wrong with the version 3, some classes in the version 3 must to be 
there but  aren't, you can check it in the annotation package.
