Some user data strings cause 401 error for RunInstances #5

Possibly due to the padding added on the end of some base64 encoded
strings, the query authentication is messed up. This results in a 401
response code.

The way the signature string was built, the '=' character was being stripped 
out of
query params also. that was not the correct behavior and has been fixed.
