Spent a lot of time on an improved ci.yml pattern for our rules sets. After this lands I'll roll it out to all our other rule sets repositories and also upstream a variation of it to https://github.com/bazel-contrib/.github/tree/master/.github/workflows.

Chore (any other change that doesn't affect source or test files, such as configuration)
