Windows support in general will require funding the development.

I'll disable windows testing there for the v0.3.0 release.

I'm happy to have a look at this - assuming if whatever build issues are fixed aspect would start publishing rules_py binaries for windows? Could you rerun CI to get a list of current problems?

https://github.com/aspect-build/rules_py/pull/356 should be a start, testing the "pre-release" path.
