Migrate from Travis to GitHub Actions #122

Closes #119. For the sake of getting a green CI I had to make some fixes to the setup.cfg too, so there is some overlap with #118.

Couldn't figure out how to run the workflow from the PR as the expected button didn't show up, so just merging optimistically.
