issues with building from git #20

Apparently INSTALL.md is incomplete and/or there are other issues with building from git rather than from a distribution tarball:

~~[ ] #1 (stow release 2.2.0 install fails because no ChangeLog created because not a git repository)~~ (irrelevant to this issue which is about building from git)
[x] issues with aclocal
[x] ~~issues with texi2html~~ (refiled as #21)
[x] configure and Makefile are missing (fixed by running autoreconf)

We should be able to steal stuff from HOWTO-RELEASE to address this.
