Move BrowserLink.Runtime into its own .NET Core package. #26

Moving BrowserLink runtime code for ASP.NET Core from WTE into GitHub, where it can be built along with the rest of the ASP.NET Core runtime. This is pretty much just a straight copy from WTE, with some name cleanup. Also added the copyright declaration to the top of each source code file.
