Adding VSTS file #72

(Despite the fact that it shows as pending VSTS has failed). It appears that this failed for real reasons that are semi-unique to VSTS. It does not reproduce on my machine or TeamCity. Can we get an area expert to look into this? My best guesses at who that expert is are @jkotalik or @JunTaoLuo.

Passing now. Possibly there was a change in agent images? Regardless, merging.
