Cleanup MSBuild support and update CLI to preview4-004233 #142

Changes:

Simplified KoreBuild's internal 'restore'. We don't need to install all of .NET Core into the .build folder. Changes default test glob to 'test**.csproj' (to avoid deep recursion). Remove dotnet-install scripts. Update to 1.0.0-preview4-004233. Collapse OS version files to one. Update to NugetPackageVerifier 1.0.2
