Summary of the changes

Updated LICENSE.txt in the root
Updated all C# source files to have updated header
Added header rule to .editorconfig to maintain for future files

The phrasing was borrowed from the dotnet/runtime repo, which is also owned by the .NET Foundation.

Closes #712
