Update known issues page with links to December 2016 updates version of SDK #900

https://github.com/aspnet/Tooling/blob/master/known-issues-vs2015.md#missing-sdk currently only points to 1.0.0 RC2, 1.0.0 and 1.0.1 version of the SDK but there are 1.0.3 versions in https://www.microsoft.com/net/download/core.
