Cookiecutter Recommended Feed URL should use HTTPS #904

In VS 2017 RC, navigate to Tools --> Options --> Cookiecutter --> General. Notice that the value of the "Recommended Feed URL" box uses HTTP. This URL should use HTTPS instead.
