In VS 2017 RC4 (26206.0), follow these steps to reproduce:

Create a new ASP.NET Core 1.1 web application targeting .NET Core, using the Web Application project template.
Open the Manage Bower Packages dialog, click the Installed tab, and click the jquery-validation-unobtrusive package.
Notice that the License field is populated with a URL. This should be clickable.
