[nightly] Add updater script for maestro #372

First step towards implementing https://github.com/aspnet/aspnet-docker/issues/256.

Once this is in, we can update maestro in dotnet/versions to call this script and make a PR.

is there a plan to share with https://github.com/dotnet/dotnet-docker/tree/nightly/update-dependencies in the future?

No immediate plan. Maybe someday.
