@spboyer I don't believe the web.config
will have any impact as the static files are served by the ASP.NET Core static files module, not IIS's static files module. Are you seeing something different?
@hishamco makes a good point on the analytics scripts not needing to be separated if we move them all to the end, however they were left separate as we were instructed to use them this way by the folks that run microsoft.com.
The background image optimization is fine of course, happy to take that one.
@DamianEdwards ok, on the web.config - wasnt positive if you were using the IIS module or not.

reducing from 106k to 93kMicrosoft_logo.svg
could save 4.2KiB (61% reduction), however svg MIME Type not enabled by default.
