Hex 3028 should have all major river hexsides #567

Hex 3028 should have all major river hexsides. However, in JOV the NW hexside 
of 3028 appears to be illustrated as a minor river hexside, which affects the 
calculation of attempts at sailing upriver. Fleet nations should be wary of 
this, as it can have an impact upon fleet decisions on the Anduin.
