Disallow voting for shuffle-teams in the last one minute #396

Certain players call for a shuffle at the last moment and ruin the fun. Please disallow this.

Proposals can be voted down! There could be situations were people would be annoyed to not be able to shuffle teams - other types of votes may be considered disruptive in one case and necessary in another.

Maybe some votes should become a delayed action if triggered in the last minute - like "shuffle teams" - the vote may pass but the effect only sets in after the scoreboard.
