Automate the update process #6

This PR refactors the refresh script and introduces a GitHub action that runs once a day to check the upstream install-wp-tests.sh script for updates; if one is found, a PR is automatically opened against this repository.

🤦‍♂️ I intentionally left this open over the weekend to verify that the workflow would run as scheduled. After nothing happened, I went back to the docs:

Scheduled workflows run on the latest commit on the default or base branch.

Merging into develop, let's hope we see a PR tomorrow.
