Stop relying on sim- prefix for spawning arena layers with sim.py

Instead, we should only rely on the --layer keyword.

Use cases:

• we want to spawn a layout in the simulator just to check what it looks like
• without the sim- prefix, we could use the same .nbg files for real and simulated arenas (which is what we often want)
