Fixes for AMIRIS Scenario loader

[maurerle]

• add calculation of interpolated efficiencies and markups for powerplants - this gives much more realistic results, due to a smooth price curve of the powerplants
• connect trader with plant operator ids correctly
• pick up the markup correctly and use it as fixed_cost in the powerplant
• fix availability values above 1
• load amiris scenario in correct agent order
