In the context of #365, the Trigger creation page should support referencing a Trigger Policy.
A trigger may reference at most one Trigger Policy using the "policy" field. The Policy is referenced by name and it must already be installed when referenced. If no Policy is referenced, Astarte will by default behave as in the pre-Trigger Policy days. Thus, the "policy" field is optional.
