Javacv upgrade to v1 3

• upgrade to Javacv-1.3 (https://github.com/bytedeco/javacv/tree/1.3)

• now all platforms are supported:

  • Windows (x86, x64)
  • Linux (x86, x64, RPi ARM)
  • Mac OSX

• Adapted SharedFrameGrabber and XFacetrackerLK plugin for new version

• SharedFrameGrabber:

  • now selects a platform-specific best frame grabber: FFmpeg (Linux), VideoInput (Windows), OpenCV (MacOSX), when using the grabber key 'Default'
  • don't try loading of all grabber to find out which are available, because this takes too long and could lead to a crash of the ARE.

• XFacetrackerLK

  • added overlay text of fps and device name
  • reduced maximum face detection trials to 3 within 800ms to reduce overall CPU load if no face detected.
  • added property for setting frameRate

• javacv:

  • updated license files
  • on Linux also merge FFmpeg binaries to javacv-basic-linux (which means that using the ARE on Linux is only allowed with the GPL license)

• exchanged FacetrackerLK with XFacetrackerLK in standard demo models of bin/ARE/models
