Fix overwrite of startpage from asterics-solution-template submodule #251

only copy startpage/lib from asterics-solutions-template and not the whole directory to not overwrite other files e.g. webapps/startpage/start.html

also fixed cleanHelpFiles which cleaned the whole WebACS directory and not only the subfolders .../help_files
