Supports 8 khz, 16 khz, 32 khz and 48 khz sampling rates. Depends on libmp3lame-dev.

Fixes: #664

UserNote: File extensions include .mp3, .16mp3, .32mp3 and .48mp3 This module conflicts with format_mp3.
