Disable cookies in mkdocs.yml

Disable cookies as so that docs can be built on local systems and not prompt for cookies. A basic look shows that Material for MkDocs adds Github and Google Analytic cookies that are not needed. One user reported that the light-dark mode switch is saved in html5-local-storage.
