This pull request makes the following changes:

removes most of the third-party code from the "third_party" directory (leaving ilbc)
patches the build system for the third-party directory to only reference the ilbc directory

Obviously, I'd love to see a future patch written to use the system ilbc library if possible, but that's beyond my current abilities to code.
