I'm aware that there is another PR for this change but there has been no activity for a long time. I'm sorry if I have stepped on anybodies toes.

Changes

Adds build_flags key to config file.
Adds BuildFlags field to config struct.
Parses build flags and adds to build command.
Updates readme to demonstrate usage.
