Harmonize with text of standard #38

To be more consistent with v0.2 of the standard, we should make the following changes:

  1. Change "constraint consumption" to "constraint ingestion"
  2. Separate "strategic coordination" from constraint ingestion
  3. Consider "Operational Intent" terminology rather than "Operation"
