add disable_revocation_checks to config.rs
add simple config test for new option
use config to drive ssl disable behavior in bootstrap::download_url_ignore_404

Should close #1212, #412

On further investigation, this doesn't seem to directly fix the issue, and instead just seemed to (EG: building it myself fixes the issue with or without my code changes).
